# Hackathon Winning — source ledger
Last updated 25 Oct 2026 AWST. Public GET / curl checks only; nobody contacted. All rankings, scripts, suggested schedules and next-step asks are hattr research recommendations, not sourced statements of buyer intent. No signed-deal probability is claimed. UNKNOWN means not established by the checked material. UNVERIFIED badges mark unresolved statements, currency or qualification requirements. Historical plan evidence does not verify current ownership or capacity.
Brief
The user’s task supplies the title, hattr identity, WA / Zenith challenge, deadline Friday 30 Oct 2026, and the instruction to identify land buyers/developers early and introduce Zenith. It also supplies the distinction that hattr is neither buying land nor acting as a land agent. 26 Oct is Monday (calendar check with Python datetime). All suggested weekday actions are recommendations, not booked commitments.
R — East Wanneroo Precinct 8 — Ranch Road · Stage 1 only
https://www.wanneroo.wa.gov.au/download/downloads/id/5665/draft_ranch_road_local_structure_plan_-_east_wanneroo_precinct_8.pdf Fresh curl: HTTP 200; PDF extracted using pdftotext -layout. PDF p5 identifies Qube Property Group as landowner-group coordinator / development proponent; p17 identifies consultant team including Rowe Group and JDSI Consulting Engineers. Stage 1 only is the proposed Zenith opportunity, with current stage load and band fit UNKNOWN. The full build is outside Zenith’s band (A); p23 estimates 13.5 MVA ultimate load using Western Power DADMD, 8 MVA per dedicated feeder, likely reinforcement but possibly not immediately at Stage 1, and closest connection at Wanneroo Zone Substation about 3 km away. PDF p23 also states: “Based on WP forecasts remaining capacity for 2028, it is estimated that 25-30MVA is available for this HV feeder for the Zone substation.” This ambiguous historical wording is preserved as a counter-indicator, not presented as a current network offer. The fresh-leads brief and Readbot interpret this wording differently. Ask Western Power to reconcile feeder and substation capacity. MVA is apparent power; MW conversion requires power factor and is not supplied. https://www.planning.wa.gov.au/docs/default-source/wapc-agendas-and-minutes/23-jul-2025---western-australian-planning-commission---agenda.pdf?sfvrsn=b49b1fdf_3 Fresh curl: HTTP 200. PDF pp247,249 confirm 261.96 ha and approximately 2,500 dwellings. Current registered owners, stage energy procurement and signing authority remain UNKNOWN.
RS — Ranch Road planning stage
https://www.planning.wa.gov.au/docs/default-source/wapc-agendas-and-minutes/23-jul-2025---western-australian-planning-commission---minutes.pdf?sfvrsn=5bf99392_3 Fresh curl: HTTP 200. Item 3.3, PDF p12: modifications required on 23 Jul 2025. https://www.wanneroo.wa.gov.au/info/20227/east_wanneroo/710/east_wanneroo_precincts_and_maps Fresh curl: HTTP 200. City precinct tracker includes Stage K - Subdivision Applications and modification for final approval for Precinct 8 (also confirmed in Readbot’s 24 Oct check). Tracker labels do not prove a specific current energy procurement or that supply choices remain open.
N — Network forecast
https://www.westernpower.com.au/4a92a9/siteassets/documents/nom/tsp2025/transmission-system-plan-2026-draft-appendix-e.pdf Fresh curl: HTTP 200. Draft TSP 2026 Appendix E, PDF p4 Metro North table; Readbot visually checked table: Wanneroo 84 MVA rating, 103% in 2027 and 128% in 2036. Listed action: Add transformer at Joondalup & load transfer; planning stage P; target 2030. Forecast percentages are not site-specific connection rejections or committed works dates. The page uses only the 103%, 2027 and 2030 figures in its pitch context.
K — Lots 877 & 878 Stakehill Rd, Karnup
https://www.wa.gov.au/system/files/2025-12/lots_877_and_878_stakehill_road_structure_pla.pdf Fresh curl: HTTP 200. PDF p2: approval certificate 19 November 2025. Plan text: potentially approximately 420 dwellings; 48.71 hectares; landowner not confirmed (title search pending). Historical plan names are not adopted as verified title evidence; see A, §2b ★3. PDF p3 names Element Advisory; environmental report p68 says Prepared for: Terranovis. The plan states servicing costs wholly borne by landowner/applicant and generally north-to-south staging with market conditions dictating (Readbot checked pp9ff). PDF p590 electrical servicing appendix: older approximately 600 residential freehold lots; WP allocation 4.7 kVA/lot; total load in the order of 2.8 MVA. Same page says Meadow Springs “appears to supply” the HV network adjacent to the site, approximately 11 km away, and reports less than 5 MVA then available. This is historical, qualified network attribution, not confirmation of the current supply offer. Main plan also says sufficient supply exists in the area (around PDF p54); apparent contradiction must be resolved by current engineering advice. Do not transfer the 600-lot load to the approved dwelling count. The shortlist’s approximately 1.7 MVA (420 × approximately 4 kVA) is an unvalidated desk proxy, not a current design load. No new desk load is invented here. Current title, buyer, development manager, subdivision status and power procurement are UNKNOWN. landowner not confirmed (title search pending); the public page routes contact via a consultant / title search, with no personal mobile, email or home address. https://www.wa.gov.au/government/document-collections/mrs-amendment-142427-part-lots-877-and-878-stakehill-road-karnup Fresh curl: HTTP 200. WAPC resolved 27 Mar 2024 to transfer approximately 39.7 ha to Urban; not evidence of gazettal. This detail is not needed in the lead card.
C — Published business channels and missing LSDnotbot fallback
The requested /workspace/hive/lsdno/OUTPUT/wa-deal-sheets-check.md was absent. A fresh curl check was performed on the cited sheet/shortlist URLs; statuses are recorded below. Only company channels are republished. HTTP 200 alone is not evidence: named roles and contact strings were checked against the page/PDF content. https://qubeproperty.com.au/contact HTTP 200. The company page visibly contains (08) 9386 8080 and reception@qubeproperty.com.au. These match the prior Readbot check. Qube’s role is confirmed by R; no named employee’s private contact is used. https://rowegroup.com.au/about/our-team/ HTTP 200. The company page contains (08) 9221 1991. The R PDF also publish 9221 1991 and info@rowegroup.com.au alongside CONTACT ROWE GROUP. Used as firm switchboard / general mailbox only. https://terranovis.com.au/current HTTP 200. Shows current projects including Albero and a business contact route. The card links to this cited company page instead of inventing an email or phone. K proves report-client status, not ownership. Ask that firm for the owner’s development-manager introduction. HTTP 403. Block page; could not validate under-offer status, a buyer or a settled sale. No listing-agent personal contacts are republished. JDSI is confirmed as a named consultant by R; its business phone/email remain omitted because the supplied Readbot check reported two connection failures. No claim is made that its site is still down today. No unsupported contact for Element Advisory is published.
O — Rob Breden outreach context
/workspace/hackathon/OUTREACH_ROB_BREDEN.md The supplied pack describes Rob Breden as Senior Manager BD, Connected Energy, Zenith. His email is absent: ask Tom for the right address or use the address hattr already has. The page follows this exactly and publishes no Zenith-side contact details. The pack is DRAFT ONLY and nothing was sent. Its 23 Oct checkpoint is past; the page does not repeat that event invitation as current. Scripts are newly drafted recommendations and make no Zenith endorsement claim or commercial promise.
Z — Zenith offer context
/workspace/hackathon/ZENITH_PROFILE.md https://zenithenergy.com.au/microgrids/ https://zenithenergy.com.au/build-own-operate/ The supplied profile quotes urban microgrids as an alternative to extending mains infrastructure, and the finance, design, construct, commission, own and operate model. These two Zenith pages are attributed through that profile; they were not part of this fresh sheet-contact curl pass. Specific technical suitability, prices, tariffs, savings, design and licensing for these leads are UNKNOWN and not promised.
D — Supplied research and gaps
Read in full: /workspace/hive/find/OUTPUT/wa-deal-sheets/1_east-wanneroo-p8.md /workspace/hive/find/OUTPUT/wa-deal-sheets/2_karnup-stakehill.md /workspace/hive/find/OUTPUT/wa-deal-sheets/GAPS.md /workspace/hive/find/OUTPUT/wa-deal-shortlist_v2.md /workspace/hive/read/OUTPUT/wa-deal-verify.md These establish the original shortlist, planning facts, omitted counter-evidence and open gaps. Earlier statements of UNKNOWN are retained unless the specific fresh source check above resolves them. None of the packs proves a buyer is shopping for a microgrid or can sign by 30 Oct. Lack of a found subdivision approval is not proof none exists. The page’s order is a judgment of outreach practicality, not source-endorsed odds of closing.
S — Other leads, Plan Extent and site references
/workspace/hackathon/wa_deal_briefs/WA_ZENITH_FRESH_LEADS_v1.md /workspace/hackathon/leads/ELON_LEAD_PICK.md /workspace/hackathon/OUTREACH_ROB_BREDEN.md (section D and watch/demoted notes) The older fresh brief favours MKSEA and Precinct 6. Later shortlist v2 flags MKSEA’s conflicting CDC 145 MW data-centre / Stantec use and missing Precinct 6 proponent. This is why neither is ranked above a reachable sponsor. No claim is made that the data centre conclusively occupies the same particular parcel. North Ellenbrook’s older gap thesis is weakened by updated TSP discussion in the outreach pack; Alkimos is an established DevelopmentWA route in the pack, but no stage load or new buyer is established; Meridian’s constraint is historical with completion status unresolved. Excluding these is editorial judgment for this narrow early-land-buyer / this-week task, not a claim they are commercially impossible. https://www.planning.wa.gov.au/docs/default-source/daps/agenda---no-102---city-of-gosnells.pdf Fresh curl HTTP 200; supplied Readbot check confirms large portion of developable area (p13), Stantec and 145 MW facility (p154). /workspace/hackathon/fetch/plan_extent.py (read only, NOT executed) /workspace/hackathon/data/live/landgate/plan_extent_diff.json The diff is run_at 2026-10-19T22:11:08, previous_run_at null, baseline true, lodged_now 8973, new [], left_lodged []. This is a baseline with no observed changes, not evidence of new purchases or new lodgements. Plan status does not identify the buying entity. The script’s public layer is https://public-services.slip.wa.gov.au/public/rest/services/SLIP_Public_Services/Property_and_Planning/MapServer/135 . No refresh was run because it writes elsewhere. Read design/reference data: /workspace/hackathon/app/site and /workspace/hackathon/deploy (file inventory only for deploy; no commands executed there) /workspace/hackathon/zenith-public/public/index.html (site design/data reference) /workspace/hive/build/OUTPUT/eco-redesign/wa-devintel.md /workspace/hive/build/OUTPUT/eco-redesign/zenith.md /workspace/hive/build/work/hack-responsive-fix/greenspark/style.css The site's core CSS font stack, body colours, navy #0f2a3d, orange #e07a1f and border #dde2e8 are copied from the last stylesheet. New responsive layout is local. No external fonts, scripts, trackers or copied contact datasets. Footer uses hattr / -grokbot naming as requested.

J — Official judging criteria
/workspace/hackathon/JUDGING_CRITERIA.md Official criteria supplied from hattr’s photos, recorded 25 Oct 2026. Exact names: Customer evidence; Product market fit; Does the prototype work?; Does it address the challenge?; Is the prototype technically sound? Each is scored 1–7. The scorecard reproduces the 7 descriptors, with the product-market-fit line quoted (10 words); no earned score is asserted. Primary objective from the user: signed deal or MOU for Zenith as a WA microgrid provider before Friday 30 Oct 2026.
V — Customer conversations, changes and real-user limits
/workspace/hackathon/VALIDATION_NOTES_16OCT.md Filled 19 Oct from machine transcripts; source timestamps are embedded in the log. Reviewed the conversation blocks, scoreboard and changes section. One buyer conversation: Zenith project development manager; three non-buyer expert conversations: Horizon Power, Energy Policy WA and Rennie Advisory. Rob Breden was a referral only and was not spoken to in that record. Conditional interest in BD alerts, no tool price or payment model, no LOI, no recorded lead-card feedback. The log documents changes from large-load heroes toward developer-led sites, acquisition/rezoning triggers and concise BD alerts; it does not prove every proposed feature was implemented. No observed customer usage or user acceptance test is established by these records. These are source-bounded gaps, not a claim that no later conversation occurred. No interview quotations are republished: quotation consent is unconfirmed. /workspace/hackathon/HORIZON_INTERVIEW.md This is background research and proposed questions, not a completed customer interview. Not counted as another conversation. The validation log references transcripts under /workspace/hackathon/interviews/; duplicate mic recordings are not extra customers.
O2 — Drafts do not establish customer evidence
/workspace/hackathon/GSBOT_OUTREACH_REPORT.md 15 Oct report explicitly records drafts only, nothing sent, with blank recipients. It does not establish replies, real users, customer commitments or a signed LOI. Private account details and draft identifiers are not reproduced. Earlier large-load suggestions are historical recommendations, not adopted as current qualification evidence.
L — Live demo evidence (historical check)
/workspace/hive/deploy/OUTPUT/hack-rename-grokbot/REPORT.md 24 Oct 2026 ~17:03–17:15 AWST deployment-routing report. WA developer, Zenith WA developer and GreenSpark new -grokbot hosts each returned HTTP 200 without login or Access redirect. Reported Playwright passes at 390×844, 768×1024 and 1440×900: no page-level horizontal overflow. Root content hashes matched the old hosts; GreenSpark methods page was also checked. New hosts remained 200 after old hosts were detached. These are report-backed live URLs as of that check, not a fresh phase-2 availability guarantee. Access/viewport checks do not demonstrate correct analysis, unforeseen-input reliability or real customer use. The report notes six pre-existing dead links on GreenSpark methods and container-level extensions for map tiles and Zenith tabs. No deployments or infrastructure changes were made for this task. https://hackathon-grokbot.aiperth.co/wa-dev/ https://hackathon-grokbot.aiperth.co/zenith-wa-dev/ https://hackathon-grokbot.aiperth.co/greenspark/
F — Challenge fit and scope limits
/workspace/hackathon/CHALLENGE1_BRIEF.md 15 Oct brief distinguishes public event facts from the challenge transcription in hattr’s slide photos. Its recorded core: ranked, explainable SWIS private-network/microgrid opportunities using public spatial/planning data, including why and when. Three lanes: Constraint Timeline, Approvals Watcher, Precinct Screener. Index lead cards provide planning, load, constraint, counter-evidence and next-step explanations. That mapping is an editorial assessment, not official acceptance or proof of complete functional coverage. The brief could not independently retrieve official challenge text publicly. Its older provisional rubric is superseded here by JUDGING_CRITERIA.md. Broad utility and all-three-lane end-to-end acceptance remain unproven.
T — Deployable-now proof and remaining handover
site/index.html, site/style.css, site/sources.html Local static HTML/CSS deal desk; no JavaScript dependencies or external scripts. The separate live prototypes have report-backed public deployment evidence (L). The rename report changed routing and ran access/viewport checks; it is not a reproducible build guide or a data-correctness audit. No current build/deployment handover, data-refresh acceptance results, or recorded team explanation of structure is established by this reviewed evidence pack. Consequently the scorecard does not award a technical 7 solely from HTTP 200. Phase-2 local checks are recorded in NOTES.md; this site was not deployed.
A — Phase 3 claims audit
/workspace/hive/elon/OUTPUT/gap-analysis/REPORT.md §2b, lines 241–263 /workspace/hive/elon/OUTPUT/gap-analysis/opinions/LSDnotbot.md (full 40-claim audit read) Report §2b ★1, line 247: Zenith’s fit band is load ≤5 MW · CMD ≤4 MW · connection <10 MW, grounded in VALIDATION_NOTES_16OCT.md:31. No band fit is established without a current stage load. Report §2b ★3, line 249: landowner not confirmed (title search pending). Historical plan attributions do not resolve current title. Report C2 lead re-check specifies East Wanneroo Precinct 8: Stage 1 only; its 13.5 MVA ultimate is full-build context outside the band. The plan’s available-capacity counter-evidence remains visible. Current engineering advice and titles remain UNKNOWN. Report §2b #5, line 251 directs removal of the excluded small-estate pitch mention. Other FALSE/UNSUPPORTED claims in §2b are not adopted as evidence; no scorecard criterion earns 7.
